DBE: The Certification That Multiplies Your Bid Wins

A Disadvantaged Business Enterprise certification is issued by state transportation departments to businesses owned by socially and economically disadvantaged individuals. The certification is required for many federally-funded transportation projects, which means certified DBEs are competing for contracts most other contractors literally cannot bid on.

Every state issues its own DBE certification. Some honor reciprocity with other states. Most require detailed personal financial documentation, business records, and proof of ownership and control.

The application is free. The certification is free. The contracts that flow to certified DBEs are not.

EBO, SBO, and the City-Specific Certifications

The City of Atlanta runs its own set-aside programs for Equal Business Opportunity (EBO) and Small Business Opportunity (SBO). These designations give certified businesses preference on City of Atlanta contracts — and Atlanta is one of the largest municipal construction buyers in the Southeast.

Every major American city runs equivalents. Chicago, Houston, New York, Los Angeles, Philadelphia — each has its own set-aside designation, its own application, and its own dedicated contract pool.

A contractor who lives in a city and isn't certified by it is leaving local money on the table every quarter.
